
Under its economic track, UNSMIL supports economic stabilisation and institutional unification and integrity in Libya, in line with Security Council resolution 2796 (2025). The Mission facilitates inclusive dialogue among Libyan institutions, stakeholders, economic experts, and civil society - including through the Structured Dialogue. The UNSMIL-facilitated political roadmap aims to support Libyans in strengthening economic governance, public finance, resource management, and the development of a shared national economic vision that delivers tangible benefits to all Libyans across the country, including women, youth, and persons with disabilities, as well as future generations.
UNSMIL promotes progress toward a unified national budget and a coherent, rules-based fiscal framework, supports the independence, integrity, and effective functioning of key economic institutions, notably the Central Bank of Libya, the National Oil Corporation, and national oversight bodies among others, and encourages stronger financial transparency, accountability, and sound economic governance. Through this work, UNSMIL seeks to reduce economic drivers of conflict, mitigate fiscal fragmentation, and help create the conditions necessary for credible elections, sustainable and inclusive socio-economic development - including economic diversification and private sector growth - and increased private investment.
To this end, UNSMIL works in close coordination with the international community, including through the Berlin Process Economic Working Group, to promote coherent and complementary international engagement on Libya’s economic challenges. The Mission also closely cooperates with United Nations agencies, funds, and programmes, as well as international financial institutions, to align technical assistance, policy advice, and capacity-building efforts with Libya’s priorities and the UN-facilitated political process, and to maximise collective impact while avoiding duplication.
