
In the briefing to the UN Security Council on 14 October 2025, the United Nations Support Mission in Libya announced a minimum target of 35 per cent for women’s participation in the Structured Dialogue, and the establishment of a dedicated forum—the Libyan Women’s Caucus.
The aim of the Libyan Women’s Caucus is to support the effective participation of women members of the Structured Dialogue and to enable them to develop joint positions, consult and connect with the broader Libyan women’s constituency in Libya and abroad, receive technical support and engage with UN leadership and the diplomatic community. It will convene in-person and virtually along with the Structured Dialogue sessions, with support from UNSMIL, UN Women and the UN Development Programme.
In addition to the women members of the Structured dialogue, the Libyan Women's Caucus includes rotating Libyan women experts, activists, human rights defenders and diaspora, including young women, women with disabilities and women from marginalized regions and groups.
The Libyan Women's Caucus is co-managed by a Steering Committee, consisting of young women activists. This group helps bridge any gaps between the caucus and Libyan women from diverse backgrounds and circumstances. They also support the design, facilitation, and reporting of the Caucus activities and meetings.
The Libyan Women's Caucus also holds regular virtual briefings to inform the public about the outcomes of the Structured Dialogue and consult the wider Libyan women's constituency on their positions and views on the topics discussed.
